Fresh Paint was introduced with Windows 8 and continued in Windows 10. It evolved from a Microsoft Research project called Project Gustav with feedback from the Museum of Modern Art.

How do I resize the Canvas in MSPaint?

You do Image->Attributes. Alternatively, the shortcut to get to this dialog is Cntrl-E.

By default, width and height is displayed in pixels.

Say the height is 421 pixels. To double it, type in 842.

HIDDEN FEATURE: Creating Icons using Paint

MS Paint -> Copy to -> Select File Type BMP -> file name .ICO. This will convert any graphic in Paint into an icon. This was a great revelation. With it one can grab company logos and convert them into icons.
